User problem:

The IDE cannot be used by people with
disabilities, if it is not designed to be accessible.

User need:

The IDE needs to be usable by people with certain
disabilities, per Java accessibility guidelines.

Product requirement:

The IDE needs to maintain full accessibility
adherence to Section 508.

It's a bug if anything isn't, this is useless.
