User problem:

For certain geos, a non-localised product is a
barrier to use.

The IDE needs to be localised to the local
language for certain countries.

Product requirement:

All parts of the IDE need to be fully I18Ned,
since the IDE will be localised into several other
languages.

What's the current status of the i18n process?
I'm still seeing a english-only version when I launch 3.5.1. If you
switch to a resource file I could translate to German.

Everything should be using resource bundles already - this issue is more
of a placeholder noting that it's a requirement for new versions
(there's an automated tool to check this as long as raw strings in
source files are followed on the same line with //NOI18N).

Have a look at http://translatedfiles.netbeans.org and maybe mention
it on nbannounce - there are already french, russian, japanese and
chinese localizations - it would be wonderful to have a german
localization as well!
