User problem:

A user converting to other IDE has typically hard
time with parts of the application that were
visually developed in other IDE (or by hand), he
typically has to compromise further visual
development of those pieces or start from scratch.

User need:
-----------------------------------
Continue visually developing user interface after
conversion to the NetBeans IDE.

Product requirement:
-----------------------------------
Form editor - import code from other IDEs/coded by
hand. Note that this is less than a full 2-way
editing, as it is only a one time import. The code
can subsequently be guarded the same way as forms
in the current IDE.
