User problem:

The granularity of a module in NetBeans is very
much implementation driven, and is confusing to
the user, who wants to stay on the user conceptual
level. Large number of low-level modules
negatively affects usability.

User need:
-----------------------------------
Clear description of each plug-in, plug-in
represents user=level granularity (such as XML
Support or Task List).

Each product building on top of NetBeans platform can always use
feature packs.
