User problem:

Background errors - need to be able to display
tooltip over the error, not only above the glyph,
as the glyph is small to position the mouse over
it, and the user expectation would be to display
it over the underlined text, so the
discoverability is limited.

User need:

The user expects to be able to see the error
details over the error place in the editor.

I propose to close this issue as duplicate of 22619 or 24282. They are
older and there is more feedback there.
