Invoke the Netbeans installer on
zh/zh.GBK/zh.GB18030 locale, the title of
installer window show "Installation program", but
it shows "SUN-GB18030-Installation program" on
zh.UTF-8 locale.

Additional inconstant message:

Select "Tool->Update Center", the update center wizard dialog window's
title is "SUN-GB18030 Update Center Wizard" on zh_CN.UTF-8 locale, but
no "SUN-GB18030" on other Chinese locales.

Please does it still happens with NB 4.0 installer or with NB 4.1 dev
daily build installer? How can I reproduce it on Solaris? Thanks.

Please test and if it still happens reopen this issue. Could you also tell me
how to run installer on Solaris under given locale? I tried 'LANG=zh
<installer>' or 'LANG=zh_CN <installer>' but it does not work.
