The description of functionality of
PropUtils.getPropertyEditor is pretty vague.
Please provide some tests to help future
maintainers to keep the described contract.

Change to enhancement - does not block integration.

Does not block integration, that is the reason it is p3, but is not an
enhancement, it is a bug.

PropUtils removed from API.
