I18N - masterHelpPase_ja.html is not displayed.

To Reproduce:

1. Use S1S5 SE Japanese version.
2. Invoke Bug Submitter Wizard.
3. On step 7 (Verify Automatically Collected Date),
   click edit button (...) in table.
4. Edit Value window appears.
5. Click Help button.

Problem:

In the case of C locale, masterHelpPase.html 
(in <install-dir>/modules/autoload/javahelp-api.jar) 
is displayed in JavaHelp.
But in the case of ja locale, JavaHelp displays nothing.

Bugsubmitter module is part of S1S - this issue should be refiled
there (ensure there's a valid help ID, etc.)  Reassigning to
SIM module.

I'm sorry. This is l10n bug.
I tested the re-made javahelp-api_ja.jar after the following editing:

--- masterHelpSet_ja.xml --------------------
(before)
    <mapref location="masterHelpMap_ja.jhm"/>
(after)
    <mapref location="masterHelpMap.jhm"/>
---------------------------------------------

Then, I get the masterHelpPage.html correctly on ja locale. 

Please ignore thie issue.
