I think this is ok. The right side of help viewer
comes from html, which is controlled by ide.css
and not by global fontsize or -fontsize.

An RFE will be filed after ML release to ask if
html (help and template descriptors) could take
their size from global fontsize.

For specific ML chinese release, they found that
the html size was ok as is; or that they can
change it in localizable files like ide.css if needed.

Setting priority to P3.  As discussed with Ken Frank, this issue
is not a blocker for the multi-language release - for the chinese
localization, the help translators will use appropriate font tags
and style sheets so that the help will be presented correctly.

I will investigate and see if we can fix this, but I suspect that
it may need to be fixed in JavaHelp.
