To reproduce:
- Tools | Setup Wizard
- change the Web Browser drop down box
- press 'Cancel'
- Tools | Setup Wizard
As you can see, the web browser setting has
changed. This only applies to the web browser
setting; Window Mode stays the way it was.

It's reproducible in nb3.5, a regression to nb3.4. It will be solved
ASAP. Thanks for feedback.
