In the local variables view, the "Display as"
contextual menu item doesn't always get shown when
a variable can have its display setting changed. 
I can't specify a particular way to reproduce
this.  I have found that if one right-clicks
around in the local variables view, sometimes
clicking in the blank area, sometimes on a
variable that can't be displayed-as, and sometimes
one one that can, the "display as" item may or may
not be shown on the variable that can be changed
in all cases.

This problem has probably gone along with the old Debugger window. I 
cannot reproduce it anymore. If it happens again, please reopen.

Verified ... and Closing all issues resolved into NetBeans 6.7 and earlier.
