The steps in the wizard (both steps panel and top
of each panel) should be using headline
capitalization instead of sentence
capitalization.  In this wizard, the first 2 steps
have sentence caps and the next 2 have headline
caps.  They should all be made consistent.

Ahha, I've found that UpgradeWizard (this is the name of class) is not
used anymore in 3.6. So this bug is obsolete and I'm closing. Jirka,
please confirm that UpgradeWizard is dead (btw why is it still in the
codebase then?)

I was told on nbdev that it is still shown in various circumstances.

Dafe is right, this UpgradeWizard is dead, not showed anymore in 3.6
and  later. The old setting are imported semi-automaticly (specified
by task 38552), an user is only inquired by a simple dialog if wants
import or not. It can be really closed as WONTFIX.
