After running the wizard which creates a test workspace 
and other things, the generated build-unit.xml file 
contains the following line:

<property location="../../../../nbextra/jellytools" 
name="jelly.home"/>

I thought that the correct location of jellytools is 
nb_all/jellytools.

I assume you use an old version of testtools module. Please, try the
latest from alpha autoupdate.
