If a Form/Panel is opened in the GUI workspace prior to being checked out 
from VSS the Form stays readonly after the VSS checkout even though the 
checkout was successful.

If the form has not been opened in the GUI 
workspace prior to checkout then doing the VSS checkout results in an 
editable form.

Closing all open forms and switching workspaces does 
not help the IDE must be restarted to get the correct state on the 
form.

I have seen this behaviour in previous versions back to when 
GenericVCS was first introduced.

You're right. The form module should check whether the state of the
file changed before an attempt to be modified. Similar as the Editor
does it. Passing to form module.

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
