The one page of the Jar Packager creation wizard
that we do have should be implemented according to
the Infrastructure spec (section 7.2.1), but with
one addition: there should also be a checkbox that
says, "Make this build target the default." 
Succeeding pages should be supplied by the Jar
Packager module, but I don't think we'll have time
to finalize those pages' designs, and to develop them.

fixed.
The first page is the default, the second page, provided by jarpack,
is not according to ui spec, currently only the name of the jar can be
filled in.
