UI spec.  NOTE: Jirka may want to make some
changes to the spec before this is done.

This is almost done. I still need to clarify which actions should work
with active project and which should work with current project. We
should also define shortcuts for actions and perhaps update toolbars
the same way as main menu bar. I would really appreciate to have this
in the spec.

This is implemented with some compromises we've aggred on for the
usability study. I am still leaving it open and reassigning to HIE,
because the menu spec still contains open questions. (I am not sure
whether jrojcek is the appropriate owner of this issue, feel free to
reassign)

This part of UISpec is still under revision and will be changed
sometime in the future. There is nothing we can implement right now.
Changing to task (assigned to HIEs).
