Steps to reproduce:
-------------------
1) disbale, enable XML Tools Module
2) right click XML document
-- action Generate DTD is missing
3) right click DTD document
-- actions Generate DOM, SAX are missing

Low priority use case. It's somewhere in XMLDataObject code listening
on Lookup content.

It should be fixed by utilizing action pools.

Seems to be working nicely in 6.5 and later builds. I didn't verify earlier builds.
