URL Browsing API is needed to supersede
org.openide.awt.HtmlBrowser and related stuff. 

Some basic requirements
- support browsers embedable into IDE as well as
standlalone browser/viewers
- integration with web modules to assign right
viewer for executed app is required too
- simple and consistent UI
- backward compatibility
