Try following on JDK 1.3:

Press CTRL+N to show Choose Template Wizard, use
arrows to choose template, and then press Enter to
move to next wizard panel. It does not work.
Pressing Tab completely lost focus.

It's reproducible [nb_dev](20030218). It works fine with
[jdk1.4.2](b16). 

IMHO: focus isn't lost, but focused is description pane, you must hit
Ctrl+Tab to move focus on buttons.

It should be fixed together with issue 31086, the best is in 3.5.

Because too late to fix into 3.5 and a next release will based on 1.4
at least, it won't be planned to fix. I change target on Future.

FWIW, this works fine on 1.4 and 1.3 is not supported anymore. 
Suggest closing as WONTFIX.
