Description: 
Create web module group currently just creates an empty configuration file. 
The create wizard should also allow the user to add existing web modules to the
configuration file.

Work Around: 
The user must create the empty web module group, then select it and choose
"Add Web Module" for each web module that they would like to add.

Suggested Fix: 
When creating a web module group, the File > New wizard should have a panel that
allows the user to select existing (mounted) web modules to add to the  web
module group. This would be similar to how a JAR recipe can be populated with
files as part of it's create wizard.
