In feb 13th build:

1. Choose File > New, select XML document, click Next.
2. Set a file name and target location, click Next.

In the left sidebar of the wizard, "Step 2" is
empty, should still say "Target Location"

WORKSFORME probably fixed in openAPI wizards framework.
