It will permit to uers to read readme before
product is installed. And then to maybe resolve
problem by himself in place of post a message to
nbusers

I think that user can read the info about product like, install,
release notes in www.netbeans.org before download product.

That's really long living RFE. Nowadays this information(e.g installation instructions) is available from download page.
So everyone can read that prior to installation.
