Provide Internal Compiler as a stand-alone
compilation service (not bound to any Platform),
ideally in form of a separate mini-module or at
least separated from the rest of Java module.

It's there, GUI for generic java options still needs to be done.

Now need the project customizer and build target customizer to be able
to absorb particular compiler impl's UI for settings.

Removed PROJECTS keyword since this task does not relate to projects. The
projects prototype has been canceled. For more details see
