Tree widget that allows selection of tag libraries
and/or tags from taglibs in jsp page, taglibs in
web app, and taglibs in taglib repository,
respectively. This will be used in the insert tag
action, and (if we get time) in the new web app
and new jsp page wizards.

Simran, this looks like a task (or possibly a feature), 
not a defect.  I'm changing the type.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
