Find tlds                  1 day (remaining)
   from web module
   in jars in WEB-INF/lib
   in lib repository

Parse tlds & return TagLibData array   2 days

Extend TagLibData to include origin of tld 2 days

Other places to look for tag libraries are the server's shared
libraries directory.

Also, what about tag files under WEB-INF/tags?

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
