Project filesystem folders Shared and Personal is
deleted after IDE is closed. 

System Info:
 Product Version       = NetBeans IDE Dev (Build

 IDE Versioning        = IDE/1 spec=3.21

running on x86

Sure. When IDE is closed it saves open projects and cleans working
folders. This is correct for Shared folder, but wrong for Personal
folder. The Personal folder should be kept in userdir and reused when
IDE starts again.

Fixed. The personal-layer remains untouched.

As described in

current work on projects prototype has been stopped.
