Debugger: "Suspend" and "Resume" buttons are always enabled. On Suspended thread only Resume should be enabled and opposite way.

There are actions Suspend all and resume all in menu & toolar. They do not depends on selected thread in DebuggerWindow.

[ian] they should at least be enabled only when the debugger is running (the same as finish debugger)

Priority is changed to P4 (normal).

Resolved for 3.4.x or earlier, no new info since then -> closing.
