Suggest this be WONTFIX, and delete the " - No Project" from the title
bar. 4.0 Projects will behave differently anyway.

That's right.

I removed the - No Project part from title.

You won't fix this one, but:
- you change target milestone 
- remove "No Project" from title
?????

Maybe I am not understand, but it means that issue is fixed now.
Am I right?

I don't know if wontfix can have milestone. Please repair it if needed.

I removed the needless No Project label from title. And marked it as
wontfix, since the separating projects from core, doesn't allow to
keep that functionality in nice way.
So it seems it is better to be removed than poluting core code by
another hack, since the current projects module in dev build will be
replaced by new projects anyway.
