There is new version of Entity Resolvers at <http://xml.apache.org/commons/>. Upgrade current resolver-1_1_nb.jar version by last apache one.

See issue #38355 for more details. Also if the real Apache library is shipped, it ought to be added to Ant's effective classpath so that some tasks like <xmlvalidate> can work with the resolver. AutomaticExtraClasspathProvider is the way to do this; see junit module for an example. May be sensible to move the resolver library to its own submodule in libs.
