XHTML DTDs should be registered to a user catalog,
then a code completion of XHTML documents will be
available.

XHTML Catalog could be registered in manifest layer (issue 22848).

Open issue: In which module the XHTML DTDs should be placed? Currently
the Catalog module is the best from existing modules. But I think it
is better to create new XHTML module, which could be eager module
(artificial dependancy on Catalog module) till it will bring bigger
support.
