I accidentally deleted the absolute layout as a library. I was able to restore it as a library with the IDE add library using the correct system component. The choice of Absolute Layout was no longer available for new JPanel projects. This was not resolved by reinstalling NetBeans.

1) NetBeans IDE should not silently allow system librarys to be removed
2) If the library is removed, restoring it using add library should restore it to the gui builder layout selections as well
