Product Version = NetBeans IDE 8.2 (Build 201609300101)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.8.0_101
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.101-b13

Reproducibility: Happens every time

STEPS:
 * Start a new project.
 * Select PHP then next.
 * Set name and location then next.
 * Select run configuration then next.
 * Now select Fuel PHP Framework and FINISH.


ACTUAL:
 IDE cant download/add that framework and gives error: Create auto completion file -> FAIL : Not found Fule/Core

EXPECTED:
Download/Add framework files into the project.
