When I start NetBeans its splash screen displays "StartingModules.." for 20 to 30 second if the PC is connected to the internet, but only for a negligible time when not connected to the internet (ethernet cable is unplugged).  This occurs every time I start NetBeans and is completely reproducible.

At a location with a 13 Mbit/sec ADSL internet connection, the delay is about 20 sec, and at a location with a 1Mbit/sec or slower 3G wireless internet connection the delay is about 30 sec.

Both locations are within Australia, so the ADSL internet connection will have an appreciable latency between here and the rest of the world.  The 3G wireless latency is appreciably greater than that for ADSL.

It occurs with NetBeans version 8.2 both without and with Patch 1.

I can't say for sure, but I think this behaviour started only within the last two weeks.

I have found that the problem occurs only if the Apache Open Office API plugin is enabled.  I am using the version 4.1.4 installed from the file 1448819236_org-openoffice-extensions-4.1.4.nbm.   

I have also noticed that enabling that plugin takes 20 - 30 second.

The problem still occurs after I updated OpenOffice on Windows from version 4.1.2 to 4.1.3.

I wonder whether some file on the OpenOffice web site or server was moved to a different location when the OpenOffice 4.1.3 version was released at the end of October 2016, and whether the NetBeans OpenOffice API plugin tries to open that file and times out because it does not find it.

Alternatively, the problem might have started only when I upgraded NetBeans from 8.0.2 to 8.2 about mid-November 2016 (I could not use 8.1 because it crashed wnenever it started on one of my PCs).

As I can do without the OpenOffice API plugin, I have a workaround.

This issue should be reported against "Apache OpenOffice API Plugin".

This plugin has been built with NB 8.2.  During installation a few more dependencies may also need installed when prompted.

I have installed org-openoffice-extensions-4.1.6-alpha.nbm with my Windows NetBeans version 8.2.  The problem I reported has been fixed, thank you.
