Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.8.0_102
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.102-b14

Reproducibility: Happens every time
No proxy and Test Connection OK.

STEPS:
  * Start Netbeans
  * Start Page|What's New|Blogs can connect to the internet but Start Page|What's New|News and Tutorials cannot.
  * Similarly Start Page|Learn & Discover|Demos an Tutorials can connect to the internet but Start Page|Learn & Discover|Featured Demo cannot.

ACTUAL:
  Partly working Start Page.

EXPECTED:
  Start Page every option can connect to the internet.
