Java 2 v1.4 added the ability for L&Fs to provide the window decorations (title bar, min, max, close, borders, etc.) as opposed to the decorations being provided by the native window manager in order to facilitate aesthetic consistency with inner frames, borders, color schemes, etc. This would provide a nice enhancement to the look of NetBeans, especially in MDI mode.

May not be desirable in 4.0 now that the L&F is normally native anyway.
Yes I agree with Jesse. Unfortunately patch is obsolete now, we chose to go in another direction in UI of whole IDE. We are trying to look as native as we can, and so using regular OS titlebars is desirable. Anyway thx Ian for a contribution.
