Description: 

Currently, if an outgoing cookie does not set a version, the version displayed 
by Monitor is '0'.  However, if the version is unspecified, we should probably 
display a blank instead and only show a '0' if the version has explicitly been 
set to 0.

Evaluation: 
I'll see if this is doable. Might be something to do with not being
able to have null int's, I think they're 0s by default.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
