initial appearance of ODCS query form

There are several issues with the query form for ODCS tasks, mainly UI related, making it different and harder to use than other bugtracking systems (e.g. Bugzilla, JIRA).

1) By default all but one query categories are collapsed. To create some reasonable query, the user must typically expand several categories. When some existing query is opened for editing, manual expanding is needed to find out what is actually set in the query.

2) There are too many query categories which make it harder to discover the right one (to expand) and also make the form quite high (yet very narrow in width) when all is expanded.

3) The total height of the expanded form causes that when a query is prepared and executed (by pressing Search), the results table often appears out of the view completely. It may look like nothing is happening.

4) The overall look is different than e.g. in Bugzilla. There is an ugly border around the categories, everything is shifted to the right, still the available horizontal space is not used. The layout in Bugzilla looks simpler and nicer.

The UI can be easily made more usable and consistent without affecting functionality.
