Help is confusing, sometimes it appears as dialog
and sometimes as frame.

This behaviour prevents from using automated UI tests.

It is normally a frame. When a modal dialog is opened, it must be
reopened as a nonmodal dialog parented to the modal. Otherwise it
cannot be used. Since users frequently invoke help from a modal
dialog, this was the only apparent solution. Java does not, AFAIK, let
you create a new application context for help that would prevent it
from being blocked by modals.
