after moving to clank in 8.1 - MacOS system Frameworks are not supported anymore.

we need safe fix for backporting into 8.1

More complex solution is covered by https://netbeans.org/bugzilla/show_bug.cgi?id=255216 only for trunk

- use the same logic as it was in APT: any path ending with /Frameworks is search dir and framework dir
