The Gui buttons in the Internationalize window is distorted.

Steps to reproduce:
1.open some file in the editor(so that Tools->Internationalization->
Insert Internationalized String  option is available)

2.Goto Tools->Internationalization->Insert Internationalized String.

3. The "Internaitionalize" window opens up.

4.Check the GUI buttons.

I will attach the snap shot.

OS:Windows2000
Build:Netbeans3.4 0712dev

Note*:
The prefix and suffix multibyte characters appear because i use 
pseudolocalized Netbeans for testing.

Fixed in projects branch. Also note that new implementation uses modal
dialog.
