Update the templates from html5 project, f.e. bootstrap 2.3 is long beyond end of life.

Frankly, I would prefer to remove this functionality - IMHO everyone now uses any package manager (npm, bower, ...), NetBeans supports most of them and these package managers can easily install/update any version.

But I will try to have a look at this issue and update the templates.

Removing is fine as well imho. Better than shipping old stuff. If these are updated for the next release, it is no replacement for continuous maintenance.
