I guess i have got the problem. My netbeans project files/folder is separated when i try to create bower.json ( or package.json ) by right clicking project name it creates the file at where the netbeans project files/folder. so the file i created by myself into source directory is not working.

Yes, the "project" bower.json (and also package.json to be precise) must be directly in the _project_ directory. If this is not your case, you will not be able to add/remove/update its libraries via the Project Properties dialog, sorry. Thanks.
