GIF - CssVariable.xml is opened - navigator opens it then switches to a previous XML document tree

When an XML document is opened the Navigator will occasionally switch to a previously opened XML document tree. It happens intermittently and spontaneously.

The XML documents range in size from 2kb to 500kb, use XML version 1.0 with UTF-8 encoding.
