Hi, sorry for late response.

The HTML distro contains php module correctly. It's because the PHP and HTML/JS distros are in fact the same binaries. The reason is to reduce the amount of the final number of binaries...

Thanks for understanding

1. Then why to add another download entry with another name if the content is the same?
2. The final number of binaries is not less, because there is still another distributive.
3. Once more thinking about making pure HTML distro is still important, because size of final distribution may matter for someones(at least to people who will compare Netbeans with other IDEs).
4. AFAIK, netbeans in policy in v8.1 primary goal is HTML5 technologies.

I'm still hoping this decision will be once more discussed.
