To correctly fix https://netbeans.org/bugzilla/show_bug.cgi?id=253899 and https://netbeans.org/bugzilla/show_bug.cgi?id=253659
we need a step to unzip downloaded external zip file before release.files.extra would be initialized.

I will provide a patch.
