This bug was originally marked as duplicate of bug 196242, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

Slowness when opening form designer.

The slowness is reported to take 132,438 ms, yet the attached snapshot only has 881 ms (and not showing anything obviously wrong).
