Dear maintainer,

many users of Netbeans do not have administrative rights. This shouldn't stop them from installing plugins.

My expectation is that if a module cannot be upgraded in the installation directory, it should be written to a user directory.

When starting Netbeans should prefer modules in the user directory over the module in the installation directory.

Unfortunately this is not the case. E.g. I got the following error:
You don't have permission to install plugin Module Build Harness into the installation directory.

This belongs to Platform/Plugins Manager not Update Centers. Reassigning.
