Try to create or an FTP filecopy prop sheet 
using Tools | Options | Debugging and 
Executing | Execution Types | New. According 
to the docs, you should see  FTP Copy service. 
It is not there.

Duplicate of #21325. Note, that #21325 has been fixed in trunk and
orion_fcs (== 3.3.1).
