I'm unable to fill the whole screen with NetBeans. It minimizes to half screen every time I try to maximize it.

I use three screens and this bug only occurs on second screens, not on the main screen.

I deleted all NetBeans settings (.netbeans in home directory and Application Support -> NetBeans folder) without success.

No problem with other Java applications, running JRE 1.8.0_25 from Oracle.

I can confirm this, I have the same problem.

I have only one external monitor attached to MBP Retina 15". Usually NetBeans starts in the Retina screen, but I drag it to the external one because of the scroll bug #237724. I cannot move it above half of the screen, once I release the click it is back on the second half.

I can also attach a video, but it is exactly what @codebite added.

What fixes it for me, is click on the green maximize button once, it goes full screen, click it again and then it works as expected.
