I cannot figure out where is broken_builds mailing list. 
I see only broken_plan. Could it be added to module mailing lists?

I found some broken link that should refer to it:
The requested URL /local-access-only/www/www/mail-build.html was not found on this server.

NetBeans continuous build uses *top level* mailing lists.
broken_build@netbeans.org
automated_builds@netbeans.org

broken_plan@nbbuild.netbeans.org is only for broken builds of feature
pages.

Why top level ones for some failures and module one for anothers?

It think that module home page should mention those *top-level* lists
(by fixing broken links at: nb-build-process.html).

Feature pages build infrastructure has been deprecated.

Oops, my mistake. It's not deprecated, but obsoleted (or at least not
driven by Release Engineering).
